    Bloomington Mayor Kerry Thomson delivered her State of the City Address, focused on building a thriving community where everyone can belong, outlining priorities across infrastructure, community safety, housing, street homelessness, and economic development. She emphasized a governing philosophy rooted in listening, discernment, leadership, and delivery, with a focus on collaboration and results.

    The Mayor highlighted significant progress on infrastructure and community safety, including paving 32 miles of streets in the past two years, more than the previous four years combined, and launching a comprehensive asset and capital plan to manage long-term infrastructure needs. She noted efforts to stretch taxpayer dollars through grants, partnerships, and local revenue. On safety, the fire department reached full staffing for the first time in nearly a decade, police staffing is nearing 96% of authorized strength, and the city saw its largest police recruitment class in more than 30 years following renegotiated union contracts that raised compensation. These investments are paired with expanded alternative response and mental health crisis systems.

    Mayor Thomson also detailed a coordinated approach to housing, homelessness, and economic development. The city is modernizing housing systems by auditing permitting, reducing red tape, and creating a more predictable development process, while advancing city-led projects such as Hopewell and introducing a pre-approved design catalog to support more attainable housing. Bloomington has reduced encampments on city-owned land from more than a dozen to one through sustained outreach and has implemented protocols that connect individuals to shelter and services, with more than 117 people reunited with support systems last year. She also pointed to progress on the long-awaited convention center expansion and continued growth in the Trades District, alongside a strategy to expand the workforce, increase wages, and strengthen the economic base.
