St. Louis Mayor Cara Spencer delivered her first State of the City Address, declaring that the state of the city is promising despite significant challenges and emphasizing a government focused on the basics of core services, public safety, and growth. Reflecting on her first year in office, the Mayor pointed to new and exciting milestones, while underscoring that real progress is measured through consistent, tangible improvements.

Mayor Spencer reflected on the challenges that defined the past year, including two massive sinkholes and a devastating EF-3 tornado that caused nearly $2 billion in damage. She described the full-scale emergency response, while highlighting the extraordinary efforts of city workers, first responders, community organizations, and partners across all levels of government who mobilized to support residents. At the same time, she acknowledged systemic failures that had been exposed and emphasized a commitment to accountability, transparency, and rebuilding trust through actions such as overhauling the siren system, launching CityStat, strengthening 311 services, and improving core functions, including snow removal, refuse collection, and permitting.

Looking ahead, the Mayor made clear that recovery from the tornado remains the top priority, while also advancing a broader transformation of city government and positioning St. Louis for long-term growth. She outlined five key priorities for the year ahead, including strengthening neighborhoods, rebuilding trust in city services, cultivating a customer-first culture, accelerating economic development, and modernizing government operations. She also addressed difficult realities, including population loss, infrastructure challenges, and budget constraints, while proposing solutions such as strategic investment of Rams settlement funds, modernization of water infrastructure, and competitive pay increases for city employees.
