In her seventh State of the City Address, Mayor Indya Kincannon proposed a lean budget that continues to prioritize public safety, affordable housing, parks, and high-quality people-focused services. She also emphasized the importance of being good stewards of taxpayer dollars, noting that her budget proposal covers essential services without raising taxes, even as the city navigates inflation, rising costs, and broader economic uncertainty.
Mayor Kincannon highlighted significant progress in public safety, noting a 21% drop in property crime, a 19% drop in robberies, an 82% drop in non-fatal shootings, and zero murders so far this year. She emphasized that these outcomes are the result of sustained collaboration, full staffing of the police department, and effective violence interruption efforts. In addition, she is proposing to add five new police officers to meet the needs of her growing city. She also underscored continued investments in first responders, including funding for life-saving equipment, fire station improvements, and Vision Zero initiatives to reduce traffic fatalities and improve safety across Knoxville.
The Mayor outlined a forward-looking agenda focused on housing, connectivity, and community investment, noting that the city’s $50 million investment has helped build more than 3,000 new affordable homes in recent years. She proposed more than $8 million to continue housing efforts, alongside $2 million for homelessness prevention and support for housing stability. The address also highlighted investments in parks, greenways, and neighborhood spaces, as well as support for city employees and community partners delivering essential services.
